The primary aim of the Consular Corps of London is to provide a professional and social forum for the members of the diplomatic and consular corps whose functions are associated with consular matters.
The Consular Corps of London shall not take a position on political issues.
1. Membership
1.1 Henceforth, the following membership categories shall exist:
Full membership – Consular, honorary consular and diplomatic missions accredited to the United Kingdom and mentioned in London diplomatic list;
Associate membership;
Honorary membership.
1.2 Membership inquiries shall be directed to the secretary of the Executive Committee of the Consular Corps.
1.3 Annual membership fees and the method of payment shall be decided by the Executive Committee of the Consular Corps.
1.4 Full membership covers all Consular (including honorary) and Diplomatic missions accredited to the United Kingdom. All staff (including local staff) are covered by their mission’s membership.
1.5 Associate membership of the Consular Corps may be conferred upon sponsors/partners that support and assist the operations of the Consular Corps. Associate membership shall be accorded by a decision of the Executive Committee.
1.6 Honorary membership of the Consular Corps may be offered on the basis of merit to any individual. Honorary membership shall be accorded by a decision of the Executive Committee.
1.7 Members of the Consular Corps of London shall be invited to events and activities organised by the Consular Corps.
2. Annual General Meeting
2.1 The Annual General Meeting shall take place once a year at a time specified by the Executive Committee.
2.2 Only paid up regular members shall be entitled to nominate candidates for office or to participate in voting procedures. Each member, i.e. mission, shall be entitled to one vote only.
2.3 Voting at the Annual General Meeting shall be decided by a simple majority.
2.4 The Annual General Meeting shall comprise the following:
2.4.1 Presentation of the Annual Report from the President of the Consular Corps of London
2.4.2 Presentation of the financial Report by the Treasurer
2.4.3 Election of the officers (President and members of the Executive Committee) of the Consular Corps of London
2.4.4 Any other business as may be transacted at an Annual General Meeting
2.5 Invitations to the Annual General Meeting shall be sent to all accredited consular and diplomatic missions no later than two months prior to the Annual General Meeting taking place. The manner in which these invitations are sent is left to the discretion of the Executive Committee.
2.6 Nominations for office of the Consular Corps of London must be sent to the Secretary of the Consular Corps of London by the manner prescribed in the candidacy form.
2.7 Special meetings (apart from the Annual General Meeting) of the Consular Corps of London may be called by the Executive Committee or by one third of its paid up regular members. A request for a special meeting shall be made in writing to the President of the Consular Corps of London with the appropriate number of signatures.
3. Executive Committee
3.1 The President of the Consular Corps shall preside over the meetings of the Executive Committee.
3.2 The President of the Consular Corps may hold office for a maximum of two consecutive years.
3.3 The Executive Committee shall consist of a maximum of seven elected members, including the President.
3.4 Decisions taken by the Executive Committee shall be taken by simple majority. Every member of the Committee, including the President, shall have one vote.
3.5 The Executive Committee may decide to invite up to three associate or honorary members to join the Executive Committee on merit criteria. Associate membership of the Executive Committee is valid for one year, but can be extended by a decision of the Executive Committee.
3.6 Should, for any reason, the quota of seven elected members not be met, the Executive Committee may decide to co-opt additional members to make up the shortfall. Co-opted members would have to be eligible to stand for office at the Annual General Meeting.
4. Permanent Secretary of the Consular Corps of London
4.1 The Executive Committee may appoint a Permanent Secretary to assist with the workings of the Executive Committee and with day-by-day activities of the Consular Corps.
4.2 The Executive Committee can decide to revoke this appointment at any time.
4.3 The Executive Committee can authorise payment of a stipend to the Permanent Secretary from the funds of the Consular Corps. This payment will be recorded in the financial records of the Consular Corps.
5. Statutes
An amendment of the statutes, or the disbanding of the Consular Corps, may only be decided upon during the Annual General Meeting of the Consular Corps or during a special meeting convened for this purpose. Any vote on an amendment of the statutes or the disbanding of the Consular Corps requires a majority of two-thirds of the members (who are entitled to vote) present.
